Grade 2 would not be harder. Grade 23 would.
Grade 2 has a Rockwell "B" hardness of 80, Grade23:6AL-4V ELI has a Rockwell "C" hardness of 35. Or if you were to convert the two Rockwell hardness to Brinell you would have a R/b of 80 = ~B149, R/c of 35 =~B331.
